Receptacle outdoors per 210.8?

Would you consider a receptacle to be outdoors if located under the roof of an open building. This is in a fairgrounds show area and I feel that 547.5(g) will also require GFCI, but looking for opinions. They have also run NM cable exposed which violates 334.10(3). Long list of concerns for public safety reasons.

Additionally, they have a load side panel mounted high on a post inside the building. the lowest overcurrent device is approximately 7 feet above concrete floor. There is a disconnect located remotely so does that eliminate the height requirement for 240.24(a)?

100 Location, Damp. Locations protected from weather and not subject to saturation with water or other liquids but subject to moderate degrees of moisture.

Informational Note: Examples of such locations include partially protected locations under canopies, marquees, roofed open porches, and like locations, and interior locations subject to moderate degrees of moisture, such as some basements, some barns, and some cold-storage warehouses.


547.5 Wiring Methods. (G) Receptacles. All 125-volt, single-phase, 15- and 20- ampere general-purpose receptacles installed in the locations listed in (1) through (4) shall have ground-fault circuit-interrupter protection:

(1) Areas having an equipotential plane
(2) Outdoors
(3) Damp or wet locations
(4) Dirt confinement areas for livestock

Receptacle is outside. WR type GFCI required and panel is to high.

Can you out a working space sized platform below the OCPD? Or does the floor space need to be unobstructed?
