I agree. I want to say I believe, in the past, I've actually seen receptacles on symbole list with the designation "SP".I would desccribe it as a receptacle with a unique configuration to allow only a specific load to be supplied.
That would be my take on it too.Could mean almost anything.
It says "special purpose", which I would take to mean any receptacle intended for any specific load, and not just a general use receptacle.

For example, just assume it's something like a restaurant. They probably want something so everyone knows "Coffee Pot goes here on a dedicated circuit, soda and ice maker go here, 2 heat lamps go in this duplex....."
If you didn't ask for clarification before bidding the project, you may be in for a disagreement with the designers.
