Receptacle requirements

Have a job that is a detached pool house with a kitchen and open area. it has a sink in kitchen and laundry area with a toilet only there is no sleeping area. I have installed receptalces though out building all GFIC etc. The counter top does not have a recetpacle on a small counter top next to sink the nor on island in middle on concrete floor, all where changes by home owner. The inspection departments says this is a kitchen and must meet kitchen outlet code. I believe that it does not fall into dwelling requirements because it does not meet definitions of dwelling, I install tamper resisant outlets but I even question these being required. Can anyone help?
 
There's gotta be somewhere that specifies this though. I thought there was a section for non-dwelling kitchen requirements. 210.60(A) is about the closest I found on quick scan. I thought there was something else that made it clear like for office buildings with a kitchen.

I think the OP's point is that you can't only point to 210.52 requirements because it is for dwelling units and this is not one. So there has to be something that points to 210.52 (such as 210.60(A)) or something that just spells it out by itself.
 
The inspector is probably thinking that since the electrical service is feeding a dwelling unit, everything served is considered part of that dwelling unit.

I’m not qualified to opine whether or not that’s a proper interpretation.

That's the requirement for the receptacles to be GFCI, if they are there. I don't think the OP is objecting to GFCI since it sounds like they were installed in the rest of the pool house. I interpret the OP's question to be about the requirement to put receptacles in kitchens in the first place, such as counter tops, when the kitchen is not in a dwelling. I could be be wrong.

As an inspector, I would lean toward the pool and exterior kitchen being accessory to a dwelling unit and therefore subject to the dwelling unit requirements. If this were a detached garage, would you apply commercial garage requirements or residential requirements? Luckily in my area we do not have outdoor kitchens, it was 36 degrees this morning with ice on my windshield.

Does the kitchen have permanent provisions for food preparation and cooking?

Of course not.

But as 102 Inspector states: it is an accessory building to a dwelling unit and thus dwelling unit rules apply.
 
It might not be a dwelling unit yet, but it could easily be converted to one later if they choose, hopefully with a permit. If they did want to convert later, especially with inspections, it would be a lot easier if the requirements were all in place already. If I were making the call I would want all the requirements for regular kitchens in place because they're likely to use the same appliances, and just as many or more, as a regular home kitchen.
