Receptacle spacing and refrigerator

In a situation where there is 6' section of wall and a receptacle behind a refrigerator, we are being told by the AHJ that there needs to be a 2nd receptacle because the one behind the refrigerator is not readily accessible so it does not count towards the receptacle needed for the spacing on the 6' wall. I am not able to find reference that the receptacles used for wall spacing must be readily accessible, is there any?
 
The AHJ may be trying to apply 210.52(C)(5). It does not apply, as it relates only to countertop surfaces. The only thing I can find related to general wall receptacles is that the GFCI device must be readily accessible. But you can satisfy that by using a GFCI breaker.
 
Thought 210.52 requires a outlet within 2 feet of a corner or cabinet edge that breaks the wall... so if fridge is like a wall cabinet then two foot not six foot rule is in effect.. or am I reading it wrong?

I believe the question is referring to wall space, not countertop.

No point on the wall should be further than 6’ from a receptacle. He has one.
The receptacle is probably easier to access behind the fridge than it is behind Great Gramas full China Hutch.

Correct. We 2 dedicated countertop receptacle circuits so all good there.
