For receptacles required by 210.52(A) yes. For receptacles required by 210.52(C) which is primarily what this discussion has been over - no you can't put a floor receptacle in to cover for one required above a counter.I thought the code states you can install a receptacle in the floor within 18" of the wall to meet the rule requirement of a receptacle within 6' of any appliance?
210.50(C) says a receptacle for a specific appliance shall be within 6 feet of the intended location of the appliance, but doesn't include or exclude using a floor receptacle for this application.
