receptacles above heaters

Not directly but if the directions that come with the heater say do not place under receptacle outlets NEC 110.3(B) requires you to follow that instruction.
 
Do you mean electric baseboard heat or hydronic baseboard heat? The latter is permitted.
 
Probably shouldn't put them over the wood-fired baseboard heaters either. :D


I had an inspector make me install a receptacle on the wall where there would be a wood burning stove. His reasoning was that if the stove is removed the outlet would be required since the stove is not fixed in place.

300 lbs I would call that fixed in place...:D

I wonder often what that even means. I had an inspector the other day make me pull every inch of a microwave/hood cord up inside the cabinet, instead of leaving most of it coiled in the 3/4" space between the top of the microwave and the floor of the cabinet, in the recessed area. He found that the picture in the instructions showed pulling all the cord through. Whever. Fine, I'll pull it all through. I normally do anyhow, but this particular customer wanted as little cord in the upper cabinet as possible.
