Once the temperature from the fire is hot enough to damage the insulation, I really don't think it makes any difference what type of wiring method is used.
My understanding of the reason for the rule is that the flexible insulation on cords tends to "dry rot" rather quickly and that this damage would remain unnoticed above a ceiling.
