They would meet the requirement for "readily accessible" even inside a locker.
If the GFCI doesn't serve any other locker, then it would be "readily accessible" to anyone who had the right to open that locker.
Then why is it that some will not allow a GFCI under a kitchen sink as it's deemed not readily accessible because of the cabinet doors?

Just fyi....most usb + duplex receptacle have only 2 amp charger.
Yeah, I know they exist. That's why I said most. But a lot of people aren't comfortable using an off brand device. To be listed, which probably means they aren't complete junk. I'd be okay with a small handful of them in areas that would be easy to work on if I had to replace them. Not so sure I would want to install dozens of them in tiny cubbies

Then the same would apply to what might be in those lockers!
If we're talking about a typical gym locker at your local "24-Hour Fitness", I doubt it. Even if it's a tall locker, the outlet is likely to be above the shelf that's usually for the pocket stuff you carry, including your phone. You'd be able to reach your hand in to the back of the locker without any problem, as opposed to shoveling out all the cleaning supplies and whatnot below the kitchen sink and squirming your way in to reach the outlet. The type of installation matters. A high school locker? Well, I might be with you on that one.
If this is at a public gym or similar and you were a client would you rather have the reduced capacity or nothing at all?
That's a bit of a false dichotomy. Another option is to Simply put a standard duplex receptacle. Then people can bring their own little block charger that fits their phone
True, I'd probably just install the duplex and let them bring own charger as well. Partly because who knows how long those USB outlets will last or how much abuse they can take.
