A client wants to mount regular duplex/USB receptacles inside of locked locker enclosures, so folks can charge their phones, laptops, etc. I'm not aware of anything, but is anyone else aware of any code violations with doing so?

I don't know of anything that would prevent it unless the receptacles are GFCI or are supposed to be. That depends on the area they are in. If they are, they would need to be "readily accessible".

Some locations may require GFCI protection, if so watch out for the accessibility requirement
But its a great idea.

They would meet the requirement for "readily accessible" even inside a locker.

If the GFCI doesn't serve any other locker, then it would be "readily accessible" to anyone who had the right to open that locker.

I don't see any reason the code would prevent this. If they need to be GFCI it will need to be separate as they don't make a GFCI receptacle/USB device that I am aware of.

Then why is it that some will not allow a GFCI under a kitchen sink as it's deemed not readily accessible because of the cabinet doors?

Just fyi....most usb + duplex receptacle have only 2 amp charger.

Lotsa phones won't charge well with that, and it might be a waste of money.

2.4 amp for micro usb
usb-c is 3 amps

A duplex receptacle gets power there, and people could being their own charger.

They do exist

USB Outlet, Dual High Speed Charger Duplex Receptacle ... https://smile.amazon.com/dp/B07FXWR...i_glc_fabc_.un1FbSKPNFXB?_encoding=UTF8&psc=1
Yeah, I know they exist. That's why I said most. But a lot of people aren't comfortable using an off brand device. To be listed, which probably means they aren't complete junk. I'd be okay with a small handful of them in areas that would be easy to work on if I had to replace them. Not so sure I would want to install dozens of them in tiny cubbies

Another issue is ordering from Amazon you're limited to a quantity of 30. I don't know how many lockers there would be, but may run out of stock before finding enough of them to do the job

Leviton makes them, too - I just linked to the ones on top of the list.

You should be able to get them in quantity from your local supply house.

If you saw what was in the cabinet under my kitchen sink, you wouldn't bother asking that question.

Then the same would apply to what might be in those lockers!
If we're talking about a typical gym locker at your local "24-Hour Fitness", I doubt it. Even if it's a tall locker, the outlet is likely to be above the shelf that's usually for the pocket stuff you carry, including your phone. You'd be able to reach your hand in to the back of the locker without any problem, as opposed to shoveling out all the cleaning supplies and whatnot below the kitchen sink and squirming your way in to reach the outlet. The type of installation matters. A high school locker? Well, I might be with you on that one. ;)

If this is at a public gym or similar and you were a client would you rather have the reduced capacity or nothing at all?

How did they ever survive before there was personal devices that can so readily send or receive such information to/from almost anywhere in the world like we have now?

That's a bit of a false dichotomy. Another option is to Simply put a standard duplex receptacle. Then people can bring their own little block charger that fits their phone

The plus side for the owner is that when the electronics fail inside the charger, it's not his duplex receptacle that needs to be changed

True, I'd probably just install the duplex and let them bring own charger as well. Partly because who knows how long those USB outlets will last or how much abuse they can take.
