If it is not unsafe, it should be allowed by the code. The fact that it may be a poor design in some certain installations should not be an NEC issue.

Any floor outlets I see get filled with junk, but there is also a need for floor outlets in some locations.

Also never forget you can always try to change the code. :smile:
