since mass can reciprocate with new hampshire. can i get my n.h. license then reciprocate with all the states that minuteman stated since i have my n.h. license?

Sounds like it. Here is a quote from the Application.

You MUST have successfully taken a state exam scoring in the 70 percentile in one of the above states. Additionally, you need to be licensed and in good standing for AT LEAST one year in the state from which you are reciprocating.

No, most states will not allow a "double bounce." You must have taken and passed the exam in one of the reciprocal states in order to receive a reciprocal license.

And in Washington you have to hold the reciprocal state license at least one year to prevent shopping for the easiest state.

Washington reciprocates with many of the western states, this year there will be discussion for the eastern states for reciprocating.

PSI Examination Services. They administer the MD tests (and, evidently, other states as well)

I don't know what "PSI" stands for.
Thanks, we use to use Promissor here in Colorado, But, I understand we are on our third testing party now, and I am not in the loop as to what the name is. Thanks.

Its funny listening to some of you talking about subjects like reciprocity. Some of you guys need to go to the respective States website's and get educated about the differences between license by exam, reciprocity or endorsement. I sure do love to read some of the fictional stories.......LOL...

Washington just announced they no longer offer reciprocal certification for electricians. You will need to test first. It can be done ahead of time.
I believe there were problems with electricians from one state who were reciprocal but there were many valid concerns raised about their qualifications.
This was discussed in the last electrical currents, which is not available on line yet.

Also there is a difference between reciprocity for
Certification or Licensing
and
Continuing Education
They are not the same states for each.
