Refeeding and splicing existing wires that are in concrete encase conduit

Maybe you can get an idea about which way each one points with a fiberglass rod or pulling on the wires.
 
Those are most likely 90's sticking out but I don't know for sure. Also there is no floor below that floor either.

I would say maybe about 1.5 feet although I am not sure
Well what I was building up to:. Would it be possible to extend the conduits over to the new switchboard rather than having a pull box? It sounds like conductor length might be marginal to splice above the extended sweeps, but you could gain some length by just keeping the pipes horizontal beneath the floor level. They don't need to have a 90 on them.

Extremely slim chance, even if there was long wires, I think the conductors cannot enter the service end box section of the switchboard, it would all have to enter at the bottom of the section that has service switches. I will check and see when I go back to the building
