Refeeding circuits from a different Panel

I have a question about refeeding some lighting circuits in a very old three story building. It used to be a house, but now has buisnesses on each of the three floors. Each business has a seperate panel and meter cab, which are all located on the exterior ground floor wall. The second story tenant has noticed that there are two or three circuits coming from his panel and go to the third story business. He wants the circuits refed from the correct panel, is it a code violation to pipe from one panel to the another to refed the circuits from the correct panel? You would be using the old panel as a junction box essential, and splicing the wire in the old panel so it would reach the new one?? The panels are just a few feet apart, but I couldn't find in the NEC if this was allowed....If this is okay it would be a much easier fix then trying to rerun the circuits all the way upstairs...Thanks for any help you can give...
 
Can the third floor occupant access the wiring, if the second floor isn't occupied?

Are you saying you want to use someone elses cabinet as a junction?

Im sure Ive read in the code where you cant use any panel as a junction for other wires entering and leaving the box. Im not sure where that is but if someone doesnt find it I will look
