Regarding 682.33:equipotential grounding plane

Regarding NEC 682.33: It is my understanding that only the disconnect or service need an equipotential grounding plane- not the motor controller or any other equipment on the load side of the disconnect. Is this correct?

The EPG has nothing to do with the circuits of a pool. This is a bond wire that usually bonds together all metal in the pool , walkways, rebar etc and all metallic parts associated with the pool, It does not get connected to any circuit conductors or EGC.
