Reidentification of conductors

I was asked today if it is ok to reidentify a blue conductor to white in a 12/4 MC cable and use it as a grounded conductor. My first instinct was no 200.6(A) would not allow this but instead of stopping there I continued reading and read 200.6(E) ex1. This pretty much allows the installation above regardless of wire size.

Am I reading this right?
 
Smaller than #8 has to be identified from end to end.

Thats not the way I am reading this. I agree 200.6(A) limits the size of the conductor but I don't think 200.6(E) ex1 does.

That only applies where only qualified persons service the installation.

Couild you explain this, If the circuits originate from a panel in a locked electrical closet and feed office furniture partitions would this qualify?

This exception usually applies to plants and places with their own maintaince electricians.

This building is the headquaters for a major athletic shoe company(office building). They do have there own maintaince staff but does this qualify? I'm thinking maybe not.
