Relocating Meter Base

Hello all!

I currently own a 12 unit apartment building in PA. It is around 40 yo and has the original Federal Pacific equipment located in the basement. I want to upgrade and relocate the meter bases to the exterior (approx. 10 ft. over and 10 ft. up).

After the meter base has been relocated, the feeds to the panels would obviously be too short.

So, my question is: what are my options?

Can they be junctioned?
Would a disconnect be required for each?
Pull new lines to each panel? (that won't be fun at all)
What are the code requirements? I think PA still uses 2008 NEC.
Any suggestions?
