Seems it reduces the need or level of PPE needed when operating some switches.

Wouldn't change a thing when it comes to PPE needed when verifying whether there is any voltage.

Are remote switch actuators reliable and does NFPA 70e address their use? An example in the link below.
Any comments from persons with experience of remote switch actuators would be appreciated.

Not sure what the question is? 70E addresses PPE required when operation or racking breakers inside the arc flash boundary, these devices allow you to do that from outside the AFHB so nothing to specifically address in the 70E about them.
