while changing a water heater and cutting out the water lines, i had to remove the electrical ground for the main panel, which was just above the ball valve, is this a problem , to take it off and move it to another pipe close by ?

Please keep it within 5' of where the pipe enters the building. Make sure the connection is tight when you're done.

you are not an electrician, but it is good to see that you have a concern for doing the proper job.
Since you had to remove the conductor, now you will need to install it to the water pipe within 5 ft of where it enters the building. This "other" pipe you mentioned may not be suitable at all. If you are not sure, ask an electrical friend and I am sure that he/she will help.
Good Luck!
