Interesting. From this it appears the issue was limited to the breakers not the panel itself.So that seems to answer usage of the new breakers within the FPE panel, leaving it at do not use.
Connecticut Electric is claiming that they are making a replacement that is ETL listed. How is that different than UL? Is it recognized for listing for NEC?
 
Everyone’s about to the point now that the reputation is so tarnished no one wants anything to do with FPE regardless of the improvements.

NEC doesn't single out any individual NRTL as one they require to use as a general rule. I think there are some rare cases in specific sections where they may state UL - seems like there is something(s) in the hazardous location articles that point to UL but otherwise NEC mostly just uses NRTL term and no specific entity.
