Replacing 100 amp service to 200 amp

Is there a distance limitation on where the supply from the meter to the panel penetrates the house? I would like to move the inside panel to the right three feet and didn't know if the distance from where the cable penetrates the house to the new box had to be within a certain distance.

Run the SEC around the house if you want, but as soon as you enter the house you need your disconnect.
 
Once it enters the house, the shortest distance possible, determined by the AHJ (at least that's the way it is here in NJ). Otherwise you'll need a disconnect before it enters the house.

If I run conduit from meter base down house 90 it in and conduit to the top of the new service that should cover me right? Taking every precaution to prevent the feed in an unprotected/fused state from being shorted and causing an arc/fire condition with no fusable protection.

Your local electrician should know the AHJ's interpretation of 230.70.
