Replacing 200 amp panel

If replacing a 200 amp panel does 230.85 apply Which would require u to put a disconnect outside it does say all service conductors shall terminate to a disconnect?
 
230.85 is a new 2020 code rule requiring an outside disconnect for one and two family dwelling units. If you are replacing the service equipment in an area that is using the 2020 code, it is my opinion that you need to provide an outside disconnect, but the code language is not clear on that. Check with your local AHJ.

For the new rule in 230.67 requiring surge protection for dwelling unit services, they made it 100% clear that where the service equipment is replaced, surge protection must be installed.

Surge protection required in sub panels. I don’t think in main panels feeding from meter.
 
Article 230 is for services. Here's the section Don posted:
230.67(A) Surge-Protective Device.
All services supplying dwelling units shall be provided with a surge-protective device (SPD).
230.67(B) Location.
The SPD shall be an integral part of the service equipment or shall be located immediately adjacent thereto.
Exception: The SPD shall not be required to be located in the service equipment as required in (B) if located at each next level distribution equipment downstream toward the load.
230.67(C) Type.
The SPD shall be a Type 1 or Type 2 SPD. 230.67(D) Replacement.
Where service equipment is replaced, all of the requirements of this section shall apply.

I have been around several jobs where electricians are replacing panels and haven’t been seeing them installed. Didn’t know they are apparently required. Electrical inspectors have ok’ed installations. Maybe they haven’t seen update.
 
City and county rules are different all over. Ufer grounds in city usually required. Just ground rods in counties. Depends on which city and county your in also. Hodgepodge of individual requirements. Glad I’m on the supply line of things. Seems like a nightmare.
