Replacing a panel in an apartment closet

Do I need to relocate a panel that is in a closet if I am replacing it with a new panel?.................................................................................................................................
 
The NEC basically says yes but, since it is an existing condition I would recommend a meeting with the local electrical inspector to see what he says.
 
Around here, it's a nod and a wink with the Inspector. Basically just remove any clothes and hanging rods and declare it "not a Clothes Closet" and pass inspection. What the customer does after I leave I can't control. They are also fairly reasonable about relaxing the Working Space requirements for panels that were "original to the house" and are in closets.

Yes, it's now a gun room.
 
Once you remove the old panel it is no longer an existing condition.

What's on the other side of the wall? Can you spin the panel around so it faces the other room?
 
The ones I've done around here are split level homes where the panelboard is in the coat closet right inside the front entrance. I can't imagine what the architect was thinking ($$$) when they decided to have the Service Drop and the meter right by the front door. Point here was you can't "spin it" on these homes without moving the meter and having an outdoor panel right by the front door. Not that spinning it isn't a good idea, if it is practical.
