I have used SQ D and Eaton to rebuild old gear, a phone call to either will get you in touch with their field service/fabrication people.

The service end box is located in a room that has water seeping through the cracks in the concrete foundation wall including ceiling. So they basically need to fix the core of the problem so that this doesn't get any worse. So yes the area is considered damp.

How does grade 8 bolts make it safer than the SS hardware?

If it's not feasible to correct the moisture problem, heaters can be installed in the cabinet to postpone condensation.

but how does the heaters remove H2O? Wouldn't a dehumidifier be more effective?
