Request to add Lamp supports for linear 4' T-8

I was recently looking over a bid packet to retrofit 4 foot T-8 lamps and elect. ballast from T-12 Magnetic fixtures.

Buried in the packet is a line item specifying " if open lamp design add 2 -lamp supports per lamp.
Has anyone ever done this. Won't this make relamping a pain in the butt?

I have replaced the clips for u shaped bulbs, but never added them for straight bulbs. Alignment would be a pain.

My thoughts exactly. what a pain in the XXX.
Has anyone ever seen these on 4' straight t-8's as I have not. I don't know where this specification came from either.
