There are no such requirements for commercial buildings. You can have as few outlets as you want-- assuming you mean receptacle outlets. There is probably a building code for lighting outlet based on lumens

Nope- residential is very different. I can have rooms in a commercial building with no receptacles if I wanted.

True, Its what the speck's call for, if there are any.

As the others have said there are very few required receptacle outlets in non-dwelling units.
The few that are required are service receptacles at HVAC units etc.

Show windows is the only other one I can think of.
