Res. service code violation

I am working on roughing in a small res. basement. The panel is located in the utility room and the plumber has a utility sink right next to the panel(off to one side on the same wall). The panel still has its clearance, I thought this might be a code violation but couldnt find it anywhere in the book. Is this ok?

If the required Article 110 clearance is provided there is no safety issue or NEC violation.

basically says 30 inches in front of panel and 36 deep

IMPO, those numbers need not be 'centered' on the panel. A panel could be mounted in a corner, and as long as there's 30" of clear space from the corner, you're good.
