I have a paper to write for a class, and it is about an analysis of an electrical project. It concentrates on from the first bid to the final inspection. I am not sure how to start it, if any body has any ideas.

I would try to limit the scope of the analysis a little bit. Is this to be a small residential remodeling job or a huge industrial new contruction job.

If it's a small residental job you could start with the first contact made with the customer. The customer picks your add out of the yellow pages.
Why? Key words used. The phone call. The first contact to look over the job, what will be discussed with the homeowner/contractor. The need to have an approved set of plans, the need for a limited scope of work, the need for a signed contract. This should allow you to get into the need for permits and any other legal issues ( license, insurance , bonding, contract. change orders and payment terms). Don't for get both national and local codes, financeing to OSHA.

It should be easy to write about a 100 pages just on a small residential remodeling job. It really is that complicated once you touch bases on all the possible issues.
