The top is what you choose to call top.

The main can be at the bottom or top.

Turn the panelboard whichever way suits you assuming the cover is universal.

And you think that lug must face up? :huh:

Both ends of the enclosure have key hole mounting slots facing opposite directions, that suggests to me the maker expects either way up.

And in the case pictured, the main will only fit in one way, so that would be the one you lose in one orientation.
We were not talking about using the panel as MLO without a backfeed breaker.

You can put sub feed lugs in every position on the top side if mounting the panel "horizontally", of course that means you need additional overcurrent devices and enclosures for all those feeder taps.
