Take a look at the picture, no lugs, no top.
I did neutral lugs on right side of pic.
You can put sub feed lugs in every position on the top side if mounting the panel "horizontally", of course that means you need additional overcurrent devices and enclosures for all those feeder taps.And in the case pictured, the main will only fit in one way, so that would be the one you lose in one orientation.
We were not talking about using the panel as MLO without a backfeed breaker.
