Residential 200 Amp panel in the garage

Hi, the inspector inspector failed the rough inspection because the 200amp main panel (and only panel in the house) it's installed in the garage but although the garage it's connected to the house does not have direct access to the house. Or you use the front roll up door to get access to the panel or use the back door. He claims that in case if emergency it's readbly access.
Is there a NEC article that depicts what he claims? I don't want to move all the wiring together with the panel to the basement.

The inspector is wrong. I you have the clearance in 110.26 and the panel is in the home, garage or even outside then there is no reason to fail the inspection.

So in his eyes if you put a lock on the basement door the panel isn't readily accessible? I think he is over interpreting.
 
If he IS right with some kind of local code, he's going to be more than a little upset you made him drive all the way out there just to ask a reference. Do you have the ability to call him or the AHJ and request the code reference? Sad to see they didn't note it on the rejection already.

Posts like this need to specify location in addition to NEC cycle.

Have you dealt with this inspector or his office before? Or is this a one-time necessity on your place?
 
Since the garage is attached there isn't an issue. Nothing in the Article 100 definition for readily accessible would prohibit the installation as described in the OP.

Accessible, Readily (Readily Accessible). Capable of being reached quickly for operation, renewal, or inspections
without requiring those to whom ready access is requisite to actions such as to use tools, to climb over or remove
obstacles, or to resort to portable ladders, and so forth.

I agree that it would be better to call the inspector.

Here there is a time in the morning and in the afternoon ( before closing time ) when you can call the inspectors at their office. If they need to they can get an independent ruling from their boss or even someone higher.

I have cleared up a few problems this way. If they agree with you they don't even need to make a second trip they just clear the paperwork.
