It is not a "seperately dirived system" if the the grounded conductor of the gernerator is electrically connected to the grounded conductor of the sevice or normal power (NEC 250.6) howver; if the grounded conductor in not electrically connected, like through a 4P ATS, then yes it is a "seperately derived system" (NEC 250.7).

SDS or not a privately owned generator is never a 'service' when applying the NEC.

A service is only provided by a utility.
