It's hot and dry here.

Too hot and too dry!
Johnny Carson: "It was really hot today!"

Entire audience: "How hot was it?"

Johnny: "Why, it was so hot, two trees were fighting over a dog!"

A T&P pipe is supposed to go to indirect waste within the same room (i.e. floor drain or a trapped waste receptor). The waste receptor would then have to go to the outside and be protected from freeze.
Oh, T&P, as in Temperature and Pressure, as in Watts valve. Duh!

You're generally supposed to place the end of the outlet where it can be easily seen, so you're aware if/when it vents.

What I do is run it to within a couple of inches of the bottom of the water heater, into the drain pan that I always put under them.

That in turn drains into whatever is provided by the plumber, or outside if I have to, or through the floor if its over a crawl space.

I ask lots of questions  , in our area on commercial buildings you will see the vent stack run up the inside of the building as say 2", but just before it passes through the roof they change to 4". The plumbers tell me that has to do with snow covering the top of the stack.
Or maybe it's to fool an inspector into thinking it's 4" all the way, kinda like removing a shelf so an unwanted receptacle doesn't have to be installed because of an over-enthusiastic inspector. ;)
