Residential "commons area" trenching

I could not find this topic on the forum: Installing a meter can and 60amp 8ckt panel on a burm in a residential sub division. This panel is in the "commons area" of the sub division. The panel will control a HID fixture that illuminates the entrance sign to the sub division and the sprinkler system. I'm using PVC schedule #40. Column #3 states that I have to trench 18".
Column #4 states that I can trench 12" if I use GFCI protection and that this has to be a residential branch circuit. My question is: since I'm in a residential area, can I use column #4 and only trench 12". If not...why not?

It's obvious this panel is not serving a residence, so that column does not apply. Being in a "residential area" has no weight on the issue.

I say 18"

This is likely a question the AHJ would have to answer. What you describe doesn't sound to me like it could be considered a residential branch circuit, but your inspector might say it is.

Unless you have an OK from the inspector ahead of time, I'd play it safe and go down 18". Actually, I think I'd go down 18" regardless.
