I don't even know where to start with that. Holy crap.
Your habit of tapping the sa circuit to feed a dishwasher is a blatant violation. Plain and simple.
The fact that your inspector allows it does not make it any less of a violation. It does however show your inspectors lack of knowledge or inability to perform their job.
Doing the same for disposals would be another violation.
The NEC already specifies disconnect methods for a dishwasher. GFCI test button is not one of them. Cord and plug connection is.
In use cover under the sink?
