Residential Garage Receptacle Wiring

The garage requirments seem to change every code cycle. The CMP just can't seem to get this right. Why they allow an outdoor receptacle on the circuit but not a few lights is beyond me.
And it shouldn't really have much to do with EV charging either, if it does they don't have that realistic view of what charging needs can be or are just trying to ease some requirements in over time?

I know, but should it be? It’s a debate at we have gone over, just like should one be on a refrigerator or a freezer, it’s hardly never be unplugged

Came across this today while doing a panel upgrade and trying to identify circuits. They plug the table saw into it and other tools. 20220503_142119.jpg

I thought that GFCI protection is only needed if the receptacles are accessible from the ground level ?

I always run the opener(s) on its own circuit. I did service on garage doors and had many calls that their opener did not work, go out there and the GFCI in the garage was tripped.

On that end, the receptacle would need to be gfci protected anyways due to being in a garage

210.8 A and B both say "all ...... receptacles ...... installed in ....." with no mention of height or behind obstructions within said spaces.

Before about 2005 NEC there used to be some specific exemptions or allowances like a single receptacle in said spaces dedicated to a specific appliance but at that time they removed all of them. And the picture in post 22 is kind of a part of the reason why. I remember installing a single receptacle in unfinished basement mechanical room for a central vacuum unit not on a GFCI because it was permitted at the time. Come back few months later for some other thing and noticed they did about the same thing as pictured in post 22.
