240v 50amp 3 wire GFCI Disconnect in Garage to Hardwired 240v 3 wire car charging system

No Neutral Required.

GFCI breaker should work without neutral if ground bar and neutral bar are bonded? correct?

Even if we run a neutral to the disconnect, isn't it redundant since there is no load to create imbalance that the GFCI essentially protects?

The imbalance detected would be from line to EGC or other object that is bonded to the grounding system. The GFCI function is not affected by lack of a downstream neutral.

I believe it's mainly looking for imbalance between L-L if no neutral. It couldn't detect between line and EGC since the EGC does not connect to the GFCI and does not normally carry current.
