I don't think you have any problems. What if someone plugs a portable fan into the SWR. You've done the minimum/ met code.

No different then a paddle fan with light kit - as long as it is a duplex receptacle

Swap out a single pole switch for a combination sp sw/ recpt, there's your switched recpt with no digging into the walls. Hit her for $75.00 per switch for an $8.00 device and 10 minutes of your time.

The NEC does not require the lights...it just requires a lighting outlet.

And the wall switch can be across the room at any height.
