Residential load calcs

I have a friend that is putting an addition to his house. The house is about 9k sq. feet gas appliances and a pool and outside kitchen added , the service is 400 amps , he keeps telling me he converted to led ., We all know that doesnt matter to load calcs . My question is he has a lot of exterior lighting both landscape and on the house , single light on the exterior would I have to add those ? and if so how much per light . All that hes added over time is going to come close to exceeding the 400 amps. I know there isnt a problem of him overloading but just from a code and inspection issue.
 
Get the power bills from the POCO and check the demand, or connect a recording meter for 30 days. Typically connected load is far less than calculated load.
 
I thought all lighting for residential, whether interior or exterior, is covered under the 3VA per square foot of living space rule.
 
Impossible to tell but my guess is that 400 amps is fine with gas appliances
WHAT I did not mention as that is a split buss panel and 200 feeds a panel in the back of the house and 200 left at the main panel < I think the solution would be to change the main panel to a regular 400 amp panel , with a pool panel and the addition , 6 acs and the outside kitchen this may still come close to being under the 400. Just list and add , thanks for your input.
