Residential Panel Clearance

I am framing walls in a basement and would like to know if I can frame right up to the sides of an existing breaker panel. I will allow for removal of the cover and will have access of at least 36" in front and 30" side to side after it is framed(outside of the newly framed wall). Please let me know if this is acceptable.

I don't see a problem with this. There are thousands of recessed panels out there.

Will the cover of the panel be flush or project out from the new finished wall surface?

The cover of the existing panel will be flush with the new drywall, and I plan to install a hinged access door over the panel on the new drywall that will completely expose the panel when opened.
