Yes,it could, but not likely. I’ve located and found faults with conductors emerging from concrete. There is a reason for 340.12.

In regards to wiring the light head itself do you technically use those weatherproof wirenuts, or do you use regular wirenuts?
Do you just need the weatherproof ones when the connection is in a junction box below grade? I guess the shorter question would be “When do use weatherproof wirenuts?

When do use weatherproof wirenuts?

In underground locations or hand holes wet location wire connectors are required.

300.50(B) Wet Locations.
The interior of enclosures or raceways installed underground shall be considered to be a wet location. Insulated conductors and cables installed in these enclosures or raceways in underground installations shall be listed for use in wet locations and shall comply with 310.10(C). Any connections or splices in an underground installation shall be approved for wet locations.

314.30(C) Enclosed Wiring.
All enclosed conductors and any splices or terminations, if present, shall be listed as suitable for wet locations.
