Residential Service Upgrade

New service has to be located outside and all branch circuits are to be run verticaly outside from the top of the panel to the attic in a 2" PVC, sch. 80 conduit, over 24" long.
How does derating and wire fill apply to romex in this application?

The largest dimension of the cable has to be calculated as a circular diameter. It gets really expensive space wise in a conduit.

I don't remember where it is in code, I'll post if I find it.
