If a water heater is located in a garage (existing condition) and the panel board is located in another part of the house, is a disconnect switch required if I modify the wiring to add a heater time clock?

I want to install a water heater timer and I was told that I needed to install a disconnect switch. I looked up section 422 of the NEC. I think according to article 432.30(B) answers my question that I do need a disconnect switch near the water heater. Am I correct?

You need a disconect ( unless permenent lockout on breaker). Time clock is not a disconect because the switch does not shut off the clock and it will turn on autiomatically.
