Does a good ground help protect against surges independent of a SPD?
Nope makes no difference.

There are two types of transient voltages:
  • Differential Mode
  • Common Mode

Differential mode is the most common fault making up about 95% or more of transients. Differential mode is simply a voltage developed between Line 1 to Line 2 in a Single phase service (Also applies to 3 phase). The reason for this is because most disturbances like a lightning strike occur on the input side of the service transformer. So on the secondary side of the transformer the voltage is across the windings.

Common mode the voltage is impressed between L to G. For this to occur in your home either lightning would have to strike the home, or internally generated inside the home.
