My older brother did an electrical installation to a neighbor's garage without a permit. He called me to figure out his lighting problems (SL, 3-way, etc.), and I glanced at his subpanel and noticed it was all bonded!

My point of this thread is that his garage gas heater turned on with only the thermostat connected to the ignitor! There was NO power going to the unit at all. I am wondering that the low volt wire had some current from the bonding issues at the panel. Could this be?
 
They are probably using a thermopile for the pilot safety and burner operation. The pilot heats a device that can generate a small current flow, enough to pull in the gas valve for the main burner when a thermostat closes. Entirely safe and proven system.

The improper bonding has nothing to do with this operation.
