If retrofitting T8 fluorescent fixtures can you use the small conductors existing in the fixture to connect to line voltage?

to supply that particular luminaire yes, say you had a continuous row or other daisy chained luminaires, you can't carry the branch circuit on through the luminaire with those "fixture taps"
