Reverse polarity in panel

Been years since I seen a panel with all whites going to the the fuses and all blacks going to the neutrals. What's the best way to fix that? Go throughout the entire house and check and/or reverse all outlets and switches?
 
We have a few houses around here that’s like that, old two wire with no ground. I was told it was done by an old military electrician. Their colors were white hot, black ground.
I have seen switched neutrals but not at the panel. Last time I saw a switched neutral was in my home in Brooklyn, NY. We had just moved there when we discovered the neutrals were switched.
 
Does that actually need changing (I won't call it fixing)? Unless you're going to make some additions or modifications, leave it alone.
I checked everything today and my tester was only showing open ground which it doesn't have since it the 2 wire setup. Polarity seemed OK.
