What I had on my mind is it possibly is a receptacle (female) not a plug (male), just happens to be flange type mounting like typical "inlets" are.

I have seen such devices mounted on a cabinet wall before, maybe not the 14-30 configuration you are dealing with, but still a flange mount receptacle rather then typical receptacle that mounts in standard device box.

I did look at online catalog pages and found your number - but no image or better description either, only image was of the "inlet". But that got me to thinking maybe reverse service means it is a female unit of similar design.
