RMC used as sole means of support

This is an installation that was recently run into. Two 1" rmc conduits emerge from underground and stub up 14" above grade into a 2x2x8 control box containing power circuits and low voltage devices to feed a security gate at a facility.My question is: Is the control box allowed to be supported soley by the rmc or does it need additional support? When we arrived the control box box was supported only by the rmc with no additional support i.e. metal . poylmeric, or wood brace. I was wondering if ART. 314.23 applies to this situation? I've searched the nec without any clear conclusions. Your assistance would be appreciated.

I believe 314.23 does apply. The only way i can see it being legal is if there are threaded entries in that j box.
