Most building/zoning codes have a maximum allowed impermeable coverage for a given lot. Don't know how you wound up with 100% cover. All I can suggest is core drill to dirt and drive a rod. Or more likely, two.

Drill a hole through the concrete and drive it there. It can be indoors if there is a suitable (inconspicuous) place to do it.

lots of apartment buildings in urban areas have no dirt showing.

Being that the rod is not a very helpful electrode then putting them 60' away is about worthless, IMO

You may be correct, but my initial thought was it would not matter, they are just trying to half the resistance to earth (I think).

some AHJ's are kind of needy.

If only 8 foot rod then the connection would need to be below grade. If longer and 8 feet of rod is below grade the connection can be above grade. Some situations may need additional physical protection.
