New traffic systems have UPS backup. Look for a samller cab mounted to the side of the traffic control cab.

From what my son told me on the radio they reported a major intersection just 1/2 mile north of us went out. We are talking a 10 and 6 lane intersection both very busy roads. Guess it didn't have back up. I was outside at 6:30 am in the dark scraping off ice with a credit card. No we dont carry them crazy windshield scrapers.
When we get a few days of this i quickly get a reminder why i left PA.
