In an unfinished basement you shall run romax smaller than 6-2 or 8-3 through bored holes and protected if run down the walls.There is nothing stating if it is legal to run down when tying into a panel.What is the proper procedure for that

See 312.5 (C) for a general rule. The exceptions are an alternative.

Whether physical protection is needed can be debated.

I usually install either a small piece of 3/4" plywood on the block walls or a piece of 2x4 or 2x6 in order to staple the wire into the panel.

No, just asking where he came up with that statement. It certainly doesn't mirror the NEC very well. I thought it was either copied and pasted from a local amendment or the Wiring 1-2-3 book. There are certainly other ways to run cables overhead smaller than 6-2 or 8-3 other than just running them through bored holes.
 
When we drop down into the panel, we are required to protect the NM in flex or conduit. AHJ in my area require this. They don't like the plywood and strapes.

Wow-- that is a royal PITA. I guess subject to damage is interpretative. What could happen to the wires coming into the panel that can't happen on the exposed ceiling where the nm is run?

Glad I don't have to do that.

Would they accept you coming down the face of the plywood then covering the cables with another piece of plywood?

We sometimes do that with sheet metal to hide MC cables.

No, just for a clean look. :smile:

I have no problem with NM down to a panel, my own is that way.:cool:

But some areas do consider that exposed to damage and if you work in those areas I am sure you learn to deal with it and move on. :smile:
